Photoshop has always been one of the top tools used by skinners over the past years, but many have also used the quite lower priced Photoshop Elements as well.  It has many of the same great features as Photoshop, but at a fraction of the price.  This week, Adobe announced the release of Photoshop Elements 10.

“Powered by the same engine as Adobe Photoshop, the industry standard for digital imaging, Photoshop Elements 10 utilizes intelligent technology that makes it easy to give everyday photos a boost. Photoshop technology is brought to life through easy to follow steps for achieving stunning photo effects in an approachable way with new Guided Edits, which are very popular and successful. These include innovations such as creating a shallow depth of field or designing a fun layout of snapshots with Picture Stack, or even adding a dream-like diffused glow with the Orton effect.”

Current users can upgrade from $79.

PSE 9, because of it's limitations, can sometimes be a better tool than Photoshop. While I won't be going for the update, it's a great tool for people who just can't get their hands on Photoshop, a cheap alternative. So cheap that some here could benefit from the update. it's about the same price as PSP 13.

Started with PSP 4 and now using 11, as 12 and 13 are trying to mimic CS5.  Tried using CS5 and arrgggggggh, just cannot get the hang of it! Never tried PSE, maybe I will have a look at it.
