Microsoft has certified the Dell Dock from Stardock as having met or exceeded all the criteria for approval by the OEM Ready program.

The OEM Ready program is a new quality assurance program from Microsoft aimed at increasing consumer satisfaction with new PCs. OEM Ready is specifically designed to test software products which are pre-installed on computers from Microsoft’s OEM partners, thereby assuring consumers of the best out of box experience.

The OEM Ready program helps to ensure that applications address the criteria customers use to judge quality: compatibility, reliability, and “well-behaved” installs and un-installs. Product tests measure the effects of the software on system boot-time, stability and that software can be installed and uninstalled cleanly.

It appears to be Dell only computers...

You can change the color, location and content to make it your own and it is free to download on any Dell computer that meets the system requirements outlined below.

 

I wonder why they didn't pre-install it on the Mini 9 netbook.

Not really. I expect it's mainly from the standpoint that all the preinstalled garbage makes Windows look bad compared to other OSes.

Orrrr  . . Neither Dell nor MS wants to be associated with a sub-standard product and . . . . since many people confuse what Dell does and what MS (or what some third party app) does  . . . it makes sense for all parties involved to certify what may be associated with them.
