On large maps where you dont find someone to go to war with fast, how do you get ppl to your cities??? There is the tower of dominion, but thats hardly enough to get a pioneer or two. The few bandits out there doesnt make for much either.
  I guess you are supposed to play the Dead if you want a challenge or to play something different or something.

The Death Civ does not have the spell to convert the shards to death shards. At least I could not find it.
